Listening ability

I heard a Chinese man speaking English at an academic meeting. I realized that I could understand his English. In Japan, Japanese people have to speak English at an academic meeting more often than before. However, there are only a few people who can speak English fluently. I’m also not able to speak English well yet. I want to speak English fluently in the near future.
